Skilled Nursing Facilities/Long-Term Care Facilities

Authorizes the Secretary to make grants to long-term care facilities for the purpose of assisting such entities in off-setting the costs related to purchasing, leasing, developing, and implementing certified EHR technology. The Secretary shall adopt electronic standards for the exchange of clinical data by long-term care facilities. No later than 10 years after enactment of the Act, the Secretary shall have procedures in place to accept the optional electronic submission of clinical data by long-term care facilities. For this program, along with other grant programs for the enhancement of long-term care, appropriates $20 million for FY 2011, $17.5 million for FY 2012, and $15 million for each of FYs 2013 and 2014. (Sec. 6703 adding Sec. 2041)

Requires the Secretary to conduct two facility-based demonstration projects that would develop best practice models in two areas. The first would be designed to identify best practices in facilities that are involved in the “culture change” movement, including the development of resources where facilities may be able to access information in order to implement culture change. The second demonstration would focus on development of best practices in information technology that facilities are using to improve resident care. (Sec. 6114)
