Rewarding Quality through Market Based Incentives

Requires the Secretary, in consultation with stakeholders, to develop guidelines for a payment structure that provides increased reimbursement or other incentives for improving health outcomes through quality reports, case management, care coordination, chronic disease management, medication and care compliance initiatives (including medical home); activities to reduce hospital readmissions; activities to improve patient safety and reduce medical errors through the appropriate use of best clinical practices, evidence based medicine, and health information technology; and wellness and health promotion activities.
