Incentives for State Medicaid Programs to Offer Home and Community-Based Services

Adds a new policy that creates financial incentives for States to shift Medicaid beneficiaries out of nursing homes and into home and community based services (“HCBS”). The provision provides Federal Medical Assistance Percentage (“FMAP”) increases to States to rebalance their spending between nursing homes and HCBS. (Sec. 10202).
